The High Representative/Vice-President does not wish to publicly speculate about press reports of which it has received no independent confirmation.

However, the High Representative/Vice-President is closely engaging with the UAE as well as other regional partners with a view to support UN-led efforts to achieve national reconciliation and stability in Libya. This includes in particular the need to fully abide by relevant UNSC Resolutions and with the UN arms embargo, and the necessity to follow-up on recommendations made by the panel of experts to the UN sanctions committee.

The enforcement of arms embargoes is subject to close cooperation between EU Member States. The relevant arms embargo has been implemented in Council Decision CFSP 2015/1333 of 31 July 2015, replacing Council Decision 2011/137/CFSP. EU Member States implement the arms embargo through Common Position 2008/944/CFSP and national legislation on arms exports. Issues concerning Common Position 2008/944/CFSP will continue to be discussed in the Council working group on Conventional Arms Exports (COARM).
